02The campaign setup

Treat those themes as hypotheses to validate, not proof that an old offer, brand, price or urgency device should be reused. Approval is a qualification item, not a promise made by the lead form. City of Newcastle says most air-conditioning units may be exempt development when the installation has minimal environmental impact and meets the development standards in the NSW exempt and complying development code.

It also says an installation that exceeds the standards needs development consent before installation, with complying development or a development application used where applicable. Ask about the property, proposed location, existing approvals, heritage or strata constraints and external work, then let the owner, contractor and relevant authority confirm the pathway. Do not advertise every installation as approval-free.

Outdoor-unit placement needs a Newcastle-specific acoustic branch. The Newcastle Development Control Plan's residential-development controls say noise-generating equipment such as air-conditioning units must be acoustically screened and must not exceed an LAeq over 15 minutes of 5dB(A) above background noise at the property boundary. That is a development-control standard, not a universal promise that one product or screen makes every site compliant.

A quote brief should record the proposed outdoor-unit position, nearby bedroom and living-room windows, boundary distance, wall or balcony reflections, equipment sound data, access and any acoustic assessment requirement. Operating noise also remains regulated after installation. NSW EPA guidance lists air conditioners among domestic equipment subject to restricted times when noise should not be heard in a habitable room of a neighbour's residence: before 8 am and after 10 pm on weekends and public holidays, and before 7 am and after 10 pm on other days.

The EPA also recommends placing equipment away from neighbouring bedroom and living-room windows or using acoustic shielding. Ads can ask about placement and noise concerns, but should not promise silent operation, unrestricted overnight use or a guaranteed neighbour-proof installation. Licence wording must match the work offered.

NSW Government guidance updated on 23 June 2026 says a licence or certificate is required before doing air-conditioning and refrigeration work in NSW, including defined associated electrical wiring, and that additional mechanical-services work can require another licence.

National rules are separate: the Australian Government says a Refrigerant Handling Licence is needed for work with a regulated refrigerant that could cause leakage, including installation, commissioning, service, maintenance and decommissioning. A campaign should identify the current contractor and relevant licence scope without implying that one credential covers every electrical, mechanical, building or refrigerant activity.

03Claims and hand-off

The advertisement itself has NSW requirements. NSW Government building-trade advertising guidance says air-conditioning and refrigeration is specialist work and cannot be advertised without a current contractor licence. It says advertising must show the licensee's name and licence number with the correct work category, and a price that states only part of the cost cannot appear unless the single price is also clearly stated.

That matters for installed-from prices, percentage discounts, free-quote language, finance and limited-stock creative. Record the model, capacity, standard installation assumptions, GST, electrical allowances, access, travel, exclusions, offer dates and evidence for the previous price before publishing. Efficiency and running-cost claims need comparable product data.

The Australian Government's Zoned Energy Rating Label shows heating and cooling capacity, estimated annual energy use, climate-zone star ratings and indoor or outdoor noise information. Its guidance says to compare air conditioners with similar sizes and features and warns that actual annual energy use may differ from the label figure. Built-in Wi-Fi, voice control, inverter technology or a high star count does not by itself prove a household's saving.

Ask about the space, layout, glazing, insulation, occupancy, existing equipment, tariff and use, then explain the specific label comparison rather than promising a bill reduction. Fault, cleanliness and air-quality wording should stay within the evidence. Water, odour, weak airflow, dust, an error code or high power use can have multiple causes and a form submission is not a diagnosis.

Do not tell a prospect to remove panels, touch wiring, clean coils with an unapproved product or keep operating equipment that appears unsafe. Avoid claiming a service will cure allergies, remove all mould, make indoor air healthy or restore efficiency to a stated percentage without suitable product, test and site evidence. The ACCC says claims must be true, accurate and based on reasonable grounds.

The final hand-off should define what happens next. Collect safe observations, decision-maker and approval status, preferred contact window, access limits and the customer's timing, then state whether the team will call, review photos, troubleshoot safely, book a service, arrange an assessment or prepare a conditional quote.
