NT guidance says a new retaining wall not supporting building work requires a building permit when it is over 600 mm high, while a wall supporting building work requires one; development and other approvals can still apply. It also tells owners to check title easements and underground services before digging, including landscaping work. City of Darwin requires a works permit before using council-owned road reserves, footpaths, nature strips, verges or parks for access or service work, and stormwater connections need plans.
These points create useful campaign questions rather than a universal approval answer. Palmerston, Casuarina, Howard Springs and Humpty Doo differ in travel, lot and servicing context, so the form should identify locality, access width, wet-season ponding and known tanks or onsite systems without guessing.
Tropical planting claims must account for wet and dry seasons, soil, shade, wind exposure, irrigation and establishment care. Retaining, regulated drainage, electrical work, excavation near services and public-land impacts should be separately authorised and itemised.
