ACT City Services says approval is needed before removal, major pruning or prohibited groundwork within the protection zone of a protected tree, including specified excavation, level changes, root damage or compaction. Planning guidance separately describes landscape-gardening exemptions and detailed building or development rules for retaining walls; landscaping does not automatically make a wall exempt. Nature strips are public land with a defined list of allowed, approval-required and unlikely treatments.
A Canberra campaign should therefore ask whether work sits inside the leased block, on a verge or near a public or protected tree. Belconnen, Gungahlin, Tuggeranong and Woden Valley should match real design and build routes.
Climate-wise planting, shade and absorbent surfaces can be valuable goals, but performance depends on the full site, soil, species and care. The provider must keep tree applications, wall design, stormwater, public-land use, services and licensed building work separate from the initial landscape brief and never promise approval from photographs.
